At least one interruption occurs, whether by political rupture in a participating state or by deliberate unilateral action, producing a period of rapid regional warming and reinforcing the case for orderly completion.
Consequences
The regional distribution of the taper's effects is uneven in ways the authority can only partly manage, particularly for monsoon timing across South and Southeast Asia and for Sahelian rainfall, which are the two most sensitive systems and the two whose populations had the least say in the original deployment. Compensation and adjustment transfers on a large scale are the price of consent, and they establish the precedent that planetary management carries a distributive obligation. The successful exit is the century's most-cited institutional achievement and is invoked thereafter as proof that a global commons can be administered and, more importantly, relinquished. It also permanently changes the status of the option: the capability, the institutions, and the legal framework all survive the taper, so the atmosphere is no longer merely unmanaged but consciously left unmanaged, which is a different condition.
End state
Engineered cooling has ceased. Global temperature is on a slow declining path sustained by carbon removal and by the biological drawdown of released land. The atmospheric authority persists in a monitoring and standby role, holding a capability it is legally constrained from using without a threshold determination, and the distributive obligations established during the taper survive as precedent.
Observable test
A future observer would find engineered radiative intervention discontinued, global temperature continuing to decline without it, and the administering institution surviving in a standby posture with a statutory threshold governing any resumption.

The intervention continues at or above its prior scale through the century, or is terminated abruptly with a measurable rapid warming excursion.
