There is also ecological resistance in a different sense — abandoned land does not return to any prior state. Invasive dominance, altered fire regimes, and shifted climate envelopes produce assemblages with no historical analogue, which frustrates the restoration framing that motivated many of the policies.

Consequences

Biodiversity recovers partially and unevenly, with the largest gains in contiguous blocks rather than fragments. Carbon uptake rises but nowhere near enough to substitute for the obligation created in DEV-03. Rural political power collapses in the aged economies, and with it a set of subsidy regimes that had survived a century of criticism. Land ownership concentrates, and in several legal traditions abandoned land is taken into public or communal hands and leased against ecological service payments — creating a new rent stream and a new class of institution to collect it. In the Sahel and the steppe, pastoralists contest rewilding as enclosure by another name, and are sometimes right.

End state

Crop and pasture area is materially below the level at the interval's start, with a large managed-recovery estate under legal categories whose purpose is non-production. Novel ecosystems that resemble no historical baseline are the normal object of conservation, and the discipline's goal has shifted from restoring composition to sustaining function.
