Resistance comes from universities, whose enrollment and finances depend on the credential function; from young entrants who face longer, lower-paid entry paths; and from equity advocates who correctly identify that apprenticeship allocated through employers reproduces existing networks more efficiently than examination did. Licensing bodies quickly acquire the classic pathologies of guilds, restricting entry to protect incumbent earnings, and this becomes a live political issue by the end of the decade.

Consequences

Entry to good work runs through placement rather than admission, which advantages the connected and disadvantages migrants, the rural, and those without family employment networks — a different distribution of unfairness rather than less of it. Universities contract sharply in vocational function and reorient toward research, professional formation, and adult education.
