Prior state
Water tables across central Punjab have fallen for decades under free or near-free farm electricity, assured minimum-price procurement of paddy and wheat, and more than a million tubewells. Mechanism and resistance
Punjab's farm unions are the most organised agrarian political force in the country and have twice defeated attempts to restructure agricultural markets. Intermediaries in the procurement chain resist. Food ministries fear losing the reliable procurement base that stocks the public distribution system, and will subsidise the status quo well past the point of physical sense. Solar pumping, cheap through the distributed-power transition described above, cuts against the change by making extraction almost costless at the margin — the single most important reason this may not happen on schedule.
Consequences
Punjab's rural incomes fall and out-migration and land consolidation accelerate in a state whose relative prosperity has been a fixed point of Indian political economy since the 1960s. The eastern states gaining procurement acquire fiscal and political weight, and their own groundwater comes under new pressure — the problem migrates rather than resolves. India's exportable rice surplus becomes more volatile, which matters far beyond India, because a large share of internationally traded rice originates there and importing countries in West Africa and the Gulf have no comparable alternative supplier. Crop diversification improves nitrogen balance and reduces the residue burning that drives north Indian winter air pollution.
