Resistance and friction come from insecurity in the north-west and the middle belt suppressing turnout, from litigation over results, from the incumbency advantages of federal transfers to states, and from a party system in which defection is cheap.

Consequences

The result governs whether electricity tariff reform, tax administration, and the naira regime continue; whether federal transfers to states remain at post-subsidy levels; and how Abuja positions itself between the Sahel confederation to its north and the remainder of the regional bloc. Turnout itself is a measure of whether the adjustment produced disengagement or mobilisation among the urban poor who bore most of its cost.

End state

Nigeria enters 2028 with a president inaugurated in May, a legislature seated, and a fiscal framework either endorsed or under revision.

Observable test

The commission's declaration, whether the winner cleared a quarter of the vote in at least twenty-four states, and turnout measured against the 27 per cent recorded in 2023.

Disconfirming sign

Postponement of the poll beyond the constitutional window, or a declaration overturned in its entirety on appeal.
